Buying coastal land: what to check before you build

An ocean view, beach access and permission to build are three different things. A coastal shortlist should investigate each one.

Start here: Confirm the rights being sold and the actual building envelope before commissioning a dream home.

Understand federal coastal property interests

Some coastal parcels involve terrenos de marinha or other federal property interests administered by SPU. Establish whether the advertised interest is full ownership, occupation, aforamento or another arrangement, and which permissions and charges apply. The proximity of the beach alone does not resolve the legal position.

Verify the usable part of the parcel

Ask the municipality and an independent technical professional to assess permitted use, setbacks, environmental constraints and infrastructure requirements. Request a site plan showing the proposed building footprint, wastewater solution and access. Do not calculate development value by multiplying every square meter by an assumed building price.

Visit for practical evidence

Visit during ordinary weekdays as well as holiday periods if possible. Check road access after rain, drainage, slope, noise, mobile reception and distance to routine services. Ask a local engineer to assess flood, erosion and ground-condition concerns. Request records and a site inspection rather than relying on a seller’s reassurance.

  • Title and any SPU interest or charges
  • Written planning and environmental assessment
  • Water, power, wastewater and road-access feasibility
  • Independent engineering review of site conditions

Compare the coast with the nearby interior

An inland location can change travel time, maintenance needs and the way you use a property. Compare actual journeys to an airport, hospital and grocery store. Make a shortlist based on everyday needs before allowing the view to decide the entire budget.
